Umrah in Saudi Arabia: how do Turkish pilgrims get data in Makkah and Madinah?

The pack branded for pilgrims is the smallest one

Vodafone Türkiye is the only Turkish operator still selling something literally called a “Hac ve Umre Paketi”: 100 MB of data, 40 minutes of talk and 10 SMS, valid one month, Saudi Arabia only. The prepaid version’s page still notes that its price was last updated on 14 June 2024.

Türk Telekom used to brand packs for pilgrims too. Its “Haftalık 30 DK Umre Paketi” — 30 minutes, seven days, no data at all — and the “Aylık Suudi Arabistan 150 DK” pack both now carry the line “Bu teklif müşteri alımına kapatılmıştır”: closed to new customers. What it sells today is branded “Suudi Arabistan”, even though the activation keyword is still HAC.

The pattern is not that operators ignore Saudi Arabia. It is that the products marketed at pilgrims are voice-first, with the data allowance as an afterthought.

What Saudi data costs on a Turkish line

The small packs, checked on the operators’ own pages in August 2026:

They do also sell real data packs:

• Turkcell “Suudi Arabistan 3 GB” at ₺600, and 10 GB at ₺1.200 (text SA10GB to 2200).
• Türk Telekom “Suudi Arabistan 3 GB” at ₺550 for 31 days, and a prepaid 10 GB at ₺1.100 for 31 days with no auto-renewal.

That is roughly ₺110 to ₺200 per gigabyte, with voice minutes bundled in whether you use them or not, and every phone in the family needs its own. Operators change these prices without announcing it, so read the package page before you send the activation SMS.

Coming from Azerbaijan: what Azercell charges

Azercell publishes Saudi roaming data packs at ₼10 for 500 MB over 3 days, ₼25 for 2 GB over 10 days, ₼50 for 5 GB over 30 days and ₼75 for 10 GB over 30 days. Its partners there are stc, Mobily and Zain — but Azercell marks Mobily as not supporting roaming internet packages, so a phone that latches onto Mobily may leave you with a pack you cannot use. If that happens, select the network manually.

The same page lists out-of-bundle data at ₼0.99 per 30 KB, which is over ₼30 for a single megabyte. Never let a phone roam there without a pack on it.

Nusuk wants a code, so keep your own SIM in the phone

The Umrah permit is booked in the Nusuk app, and in practice you need it before you enter Masjid al-Haram. Registering sends you a verification code — usually by SMS, with email offered as an alternative in newer versions. Nusuk does not document this publicly, so be ready for SMS.

A travel eSIM is data-only and cannot receive that SMS. The fix is dual-SIM, not choosing one over the other:

• Register and verify your Nusuk account at home, before you fly.
• In Saudi Arabia, keep your Turkish or Azerbaijani line switched on for calls and SMS, with data roaming off on that line.
• Set the eSIM as the data line.

Turkcell states plainly that SMS received abroad are not charged and Vodafone Türkiye says the same, so leaving your home line registered costs nothing as long as its data roaming stays off. The same setup keeps your bank’s verification codes arriving.

Nusuk itself is data-free, but only Nusuk

Since August 2025 the Ministry of Hajj and Umrah has offered zero-rated access to the Nusuk app with stc, Mobily and Zain: Rawdah permits, Haramain tickets, Nusuk maps, inquiries and the in-app assistant work without consuming data.

That is useful and it is narrow. It covers the app, not the internet — not maps, not WhatsApp, not photos, not a video call home. And whether the zero-rating reaches an inbound roamer or a travel eSIM has never been spelled out; operators normally apply it to their own subscribers.

WhatsApp: messages yes, calls are a gamble

Be careful with what you read on this subject — most of it is written by people selling data or selling VPNs.

What holds up: when Saudi Arabia lifted its VoIP restrictions in September 2017, WhatsApp was explicitly not on the list of unblocked apps — FaceTime, Snapchat, Skype, Line, Telegram and Tango were, and WhatsApp and Viber users complained about being left out. Reports in February 2025 that calling had started working were never confirmed by any Saudi authority or by WhatsApp. In December 2025 a Turkish customer on a Turkcell 10 GB Saudi package complained that his WhatsApp video calls would not connect while his messages went through normally, and a Turkish Umrah operator page updated in April 2026 still warns pilgrims about it.

So: messaging, photos and voice notes work. Voice and video calling has a long history of restriction, its current status is inconsistent and officially unconfirmed, and no amount of data fixes it. Agree a fallback with your family before you leave — the voice minutes in your operator pack are there for exactly this.

Coverage in Makkah, Madinah and on the train

Saudi Arabia has three networks — stc, Mobily and Zain — and a travel eSIM rides the same towers a local SIM does. Coverage in Makkah (Mecca), Madinah (Medina) and Jeddah is good, and stc has publicised repeated capacity expansions around the Grand Mosque. The unavoidable caveat: during the last ten nights of Ramadan and the days of Hajj, millions of people stand in the same few square kilometres and every network there slows down.

The Haramain High Speed Railway runs between five stations — Makkah, Jeddah Al-Sulimaniyah, Jeddah airport, KAEC and Madinah — end to end in about two hours. Tickets can be booked inside Nusuk, one of the zero-rated services. Resellers advertise free onboard Wi-Fi, but the operator’s own site does not, so plan on using your own data.

Install it before you fly, and do not delete it

Install the eSIM profile at home over Wi-Fi, give the line a name you recognise, and leave it switched off until you land. Installation needs internet; activation does not.

One warning matters more than it sounds: do not delete the eSIM profile while you are travelling. On some networks a deleted profile cannot be re-issued from the same QR code, and a factory reset or a hasty reinstall has ended more than one trip’s connection. If something is not working, toggle the line or airplane mode first.

Dates for the 1448 AH season

The season is already open: the Ministry of Hajj and Umrah published the calendar on 17 May 2026, visa issuance started on 31 May 2026, and pilgrims have been entering Makkah on Nusuk permits since 1 June 2026.

The deadlines at the other end are fixed. The last Umrah visas are issued on 9 March 2027, the last entry into Saudi Arabia is 23 March 2027, and every Umrah performer must have departed by 7 April 2027.

Ramadan is expected to begin around 8 February 2027, when Makkah is at its fullest — but that date follows the moon sighting and can move by a day or two.
